Rule 25 Assessments

What does Rule 25 Mean?

Rule 25 refers to the administrative rule that addresses chemical use assessment, administrative requirements, and appeal and fair hearing rights of the client. Use of a standardized, uniform, State-developed assessment tool was implemented in July 2008.

Rule 25 Funding refers to a funding stream that pays for chemical use assessments as well as the course of recommended treatment.  This funding stream is allocated to individuals that meet their particular county’s financial criteria.

A Rule 25 Assessment refers to the actual service of providing a comprehensive chemical use assessment.  State of Minnesota treatment providers are required to utilize a standardized “Rule 25 Assessment Tool”.  This form covers many different areas of the clients personal chemical use as well as:

  1. Events that led up to need for assessment
  2. Prior chemical health treatment history
  3. Past and current chemical use patterns
  4. Behavior changes with chemical use
  5. Relationships – significant relationships, children
  6. Family relationships – past, present, siblings
  7. Recreational and social network
  8. Work and school history
  9. Legal history
  10. Mental health – past, present, hospitalizations, treatment, medications
  11. Abuse history – emotional, physical, sexual
  12. Medical issues – disabilities, hospitalizations, medications
  13. Independent living skills
  14. Housing
